Capacity Development for Community Building Retrofits in Canada

This project is funded by the Federation of Canadian Municipalities Green Municipal Fund (FCM GMF).


Public facilities, such as libraries, recreation centers, theatres and community centers, are at the heart of Canadian communities. This project supports energy managers across Canadian municipalities in navigating their deep energy retrofit journey.

As a part of this project, the Clean Air Partnership convened a Community Buildings Retrofit Capacity Development Network jointly with the Community Energy Association.

The network connected the energy managers with their peers on the same journey, who faced similar challenges in their municipal building retrofit journey. Experts from the sector provided up-to-date information and knowledge on recent case studies, methodology, technological advances, lessons learnt and more.


Clean Air Partnership developed four Community Building Retrofits Factsheets:

1. Planning an emissions reduction pathway for community buildings

Explore the diverse benefits of greenhouse gas reduction pathways, from long-term planning and climate accountability to financial efficiency and interdepartmental collaboration.

2. Supporting new energy and climate staff

Learn about how you can support new municipal staff with effective onboarding and training to eliminate decision-making delays and inefficiencies in the implementation of your energy and climate programs.

3. Achieving energy and carbon reduction in community buildings through asset management plans

Learn how you can achieve cost savings, improve asset performance and resilience by identifying and implementing energy and carbon reduction measures in your asset management schedules.

4. Measurement and verification for energy-efficient community buildings

This guide introduces the measurement and verification (M&V process), explains the benefits of a robust M&V plan, provides key steps of the process and provides additional M&V resources.
