In a previous blog post we discussed some of the challenges and opportunities of fleet electrification. Together with fleet managers from over 30 municipalities, we identified two priority recommendations: the development of electric vehicle business cases and electric vehicle employee policies. Acting on these recommendations, as part of our Federation of Canadian Municipalities funded Climate Action Support Centre project, Clean Air Partnership released a green fleet package with three supporting documents:
- Green Fleets Business Case Series
- Model EV Employee Policy
- Model Green Fleets Policy
The Green Fleets Business Case Series examines the procurement considerations, costs and benefits of municipal fleet electrification. The Report also presents three business cases for the purchase of electric vehicles and ice resurfacers, providing a step-by-step analysis of total cost of ownership, and total emission reductions from electrification. This Report demonstrates that the transition to fleet electrification provides public health and climate benefits for the community, as well as financial and leadership benefits for municipalities.
The Model EV Employee Policy is a ready-to-use transferable template to help municipalities manage the future demand for EV charging for employees. The purpose of this Policy is to guide municipalities on the provision of charging stations for staff to charge their personal EVs, as well as to promote a corporate culture at the municipality that prioritizes sustainability and GHG emissions reduction.
The Model Green Fleets Policy is also a transferable template to support municipal procurement of EVs in a transparent and accountable way that balances fiscal responsibility, social equity and environmental stewardship. This Policy establishes the process for EV acquisition and management using a life-cycle costing approach.
